Top Climate Plan

A quarter of the entire energy consumption in Germany is consumed by private households. There is a great potential for energy saving especially in older buildings. This is why the IBA Hamburg is carrying out the „Top Climate Plan” campaign.


The climate protection concept „Renewable Wilhelmsburg“ formulates the target of a gradual conversion into a completely regenerative energy supply to the Elbe Islands. The greatest energy-saving potential lies in the refurbishing of the existing housing. The IBA Hamburg and several project partners are sponsoring the campaign in order to exploit this potential. It encompasses the planning, the issuing of energy certificates, the realisation including quality assurance and a three-year monitoring of excellent energy efficient refurbishing measures.

The project is especially directed towards private property owners: Homeowners will be motivated to making energy efficient improvements to their homes by financial support and specialist advice.

The campaign started in January 2009. During the first phase more than sixty applicants received the special Hamburg energy certificate „IBA Excellence“. This specifies details concerning the energy saving potential of the respective building. Most of the homeowners also were given a thermal image of the roof and the facade of their home.

Super Climate – also for the wallet. In the second phase of the campaign the applicants can receive a financial incentive towards their refurbishing measures, an amount of up to 10,000 Euro per residential unit. Home owners have to fulfil at least four of the seven criteria of the „IBA Excellence Refurbishing Standards“ to obtain this funding.


Project Milestones

The following projects in the campaign have been completed in the meantime or are currently in the realisation phase:

A: Gangway e.V.
• Spring 2011: Quality agreement, sponsorship agreement, planning, proportion of the work carried out by the young people, beginning of construction
• Autumn 2011: Completion

B: Auf der Höhe
• Spring 2011: Construction together with quality assurance
• Summer 2011: Completion

C: Wilhelmsburger Straße
• Spring 2011: Completion
