'Renewable Wilhelmsburg' Climate Protection Concept 

 

Cities consume some 80 percent of global resources. So concepts to supply metropolitan regions with energy from renewable sources are long overdue. The “‘Renewable Wilhelmsburg’ Climate Protection Concept” shows how this can be done.

 

Using the IBA showcase area, which extends from Veddel to Harburg’s upriver port, as a model, this concept illustrates how urban planners, architects, the public and builders can make creative use of energy savings, energy efficiency and renewable energies potential. The main speciality of the concept is mainly the parallels in its concept as well as project development. During seven years of the IBA Hamburg, many first big parts of the 'Renewable Wilhelmsburg' Climate Protection Concept have been adapted and simultaneously proceed with the experience gained within the realization of the project itself. By 2015, half of the electricity needs of all buildings on the Elbe islands will be produced on site by climate-friendly and renewable energies, whereas by the time of 2025 the entire electricity need of the buildings will be produced on site. The coverage of the heat demand is aimed for the year of 2050.

Strategic Mainstays

The target of a more environmentally compatible city is being approached from several different directions. Stringent new-building and refurbishment standards are designed to drastically reduce energy consumption in the future. CHP plants and energy clusters will enhance energy efficiency. The potential inherent in renewable energies on the Elbe Islands will be extensively exploited, going as far as “100 percent renewable”. The civic population will be involved as full partners in any action programmes and financial incentives will be used to motivate it.

Project History

IBA Hamburg laid the foundations for the development of this climate protection concept in 2008 by focusing on energy consumption (electricity and heat) in existing buildings, and commissioning the Bremer Energie Institut (BEI) to survey then current heat and electricity consumption in residential, service and office buildings on the Elbe Islands. To accompany the concept, IBA launched its “Prima Klima-Anlage – Saving and Refurbishing on the Elbe Islands: with IBA to the KLIMA_HAUS” [First-class HVAC systems – conservation and refurbishment on the Elbe Islands: partnering with the IBA to attain LOW-ENERGY HOUSING status] campaign. It provided inexpensive help and advice to Wilhelmsburg’s home owners to enable them to refurbish the existing stock of buildings. In this regard, the IBA cooperates with the Ministry of Urban Development and the Environment’s ‘Employment and Climate Protection Initiative’, the Hamburgische Wohnungsbaukreditanstalt, the District of Hamburg Mitte, the Hamburger Sparkasse and IMMOSOLAR. The objective of this campaign is to refurbish reference buildings to standards of excellence and to collect representative data about energy consumption in existing buildings on the Elbe Islands.

Flesh was put on the bones of the implementation strategy by local and international experts and committed members of the civic population in the “‘Renewable Wilhelmsburg’ Climate Protection Concept” strategy laboratory – going as far as creatively exploiting the renewable energies, energy efficiency and energy savings potential on the islands. Other modules such as energy consumption in traffic, lifestyle / consumer and industrial / port / commercial segments are challenges to be addressed in the next few years. JHJ Bleicherode and egs Netzwerk Nordhausen compiled the “Energy Efficiency Optimisation in the IBA Hamburg Model Region” survey. This survey, which took the form of a scenario analysis, contrasted trends in future energy demand with the potential inherent in saving energy, increasing energy efficiency and using renewable energies on the Elbe Islands. Strategic action to optimise energy supply was then derived. Implementation of these IBA projects by 2013 includes first actual Climate Protection Concept sub-steps. Furthermore the next implementation steps are to be defined and prospects for 2020/2030/2050 are to be illustrated.

The results form the basis of the “Elbe Islands Energy Atlas” – an overview of energy sources and sinks, which was published during the interim showcase year of 2010 and illustrates the strategic tools and projects associated with post-fossil energy supply on the Elbe Islands. It was unveiled and discussed as part of the IBA’s “‘Renewable Wilhelmsburg’ Climate Protection Concept” laboratory in September 2010.

The IBA has garnered further support for the “‘Renewable Wilhelmsburg’ Climate Protection Concept” from partners in politics, the civil service and business and from committed members of Wilhelmsburg’s civic population. Sub-projects have also been incorporated into research and funding programmes, e.g. INTERREG IVB “Build with CaRe”, KLIMZUG Nord (BMBF) and EnEff: Stadt - IBA Hamburg.

For discussion and dissemination of the working method and the results of its climate protection concept, IBA Hamburg is involved in numerous other international projects such as the TRANSFORM project, in the 7th supporting programme of research of the EU, or the CASCADE project, in the programme 'Intelligent Energy Europe'.

For the TRANSFORM project, the climate protection concept is providing the 'Smart Urban Lab' of Hamburg. It is developing, among others, energetic concepts for urban districts in co-operation with Amsterdam, Copenhagen, Vienna, Lyon and Genoa.
By mutual study visits and working stays, the CASCADE project is supporting the exchange of ideas between 39 European cities by now, in the fields of energy-efficient buildings and districts, renewable energy and distributed resources as well as energy in urban transport.
