It has become commonplace for art and culture to play a distinctive role in the context of international building exhibitions. With the objective of reaching a well-balanced and sustainable handling of art, culture and creativity, the IBA Hamburg has decided to test unconventional, open-ended formats. With its project „Creative Quarter Elbinsel“, the IBA Hamburg aims to support and establish artistic and creative structures on the Elbe islands that will continue to exist even after the IBA timeframe. This publication shows concrete projects and results while also pointing out ways of looking at problems within the continued development of the „Creative Quarter Elbinsel“ in the period 2008–2010. In doing so, it not only showcases projects that have been developed in the last few years, but also allows experts to present thought-provoking contributions that critically question the theoretical and strategic alignment of the IBA concept with respect to its structural efficacy and vis-a-vis similar formats.

Zur Zukunft Internationaler Bauausstellungen
International Building Exhibitions (IBA) have been in existence in Germany for over one hundred years. They therefore constitute a fixed element of urban development, always delivering innovative responses to the pressing issues of dwelling, building, and urban planning of their respective eras. Yet what characterises an IBA? What have preceding IBAs actually achieved? And how can this long tradition be built upon in the future? These matters were intensely debated during the “IBA meets IBA” forum documented here. They have demonstrated that: “IBA needs IBA”—debate on the future of International Building Exhibitions is enriching and provides an indispensible basis for the perpetuation of an over one-hundred-year-old IBA success story. WasserLand-Topologien für die Hamburger Elbinsel
Dealing imaginatively with the extreme water dynamics of the Elbe Islands in Hamburg is one of the key themes of the International Building Exhibition Hamburg within the context of its main heading “Cities and Climate Change”. The WASSERATLAS offers a new perspective on complex water-related issues in connection with the Elbe Islands. In a combination of maps, photos, diagrams and texts, it vividly depicts the interplay of human influences, topography, and water with all its facets: the Elbe, harbour water, canals, groundwater, sewage, and floodwater. Against the background of the original, fascinating concept of water-land and vital questions concerning the future, creative and remodelling approaches to the water-land dynamics of the Elbe Islands are applied, modified and developed in 3 x 3 scenarios. This makes the WASSERATLAS an innovative, interdisciplinary tool for the design of urban waterscapes.

Metropole 5: Kosmopolis
There is more to globalisation than international financial and trade networks. Globalisation also creates an international urban society: the Cosmopolis. The aim of the Internationale Bauausstellung (International Building Exhibition) IBA Hamburg is to adapt the city to the needs of citizens of this cosmopolis and to give them the opportunity to develop. Volume 5 of the IBA’s series of publications deals with the structure of the communities inhabited by citizens of this cosmopolis—the places where they live, move and operate.
